The ICAR Summit 2025 wasn’t just another conference. It was a turning point—a collective decision to stop treating mental health as an afterthought and start integrating it into the fabric of Israel’s national resilience.


We gathered because we know that mental health isn’t a side issue. It impacts our security, our economy, and our future. If we don’t act now, we’ll be dealing with the consequences for generations. The message from the Summit was clear: systemic change is urgent.


What Needs to Change?


The Summit brought together leaders, experts, policymakers, and innovators who outlined the key areas where we must act:


Mental health as a national priority – We need government coordination, not fragmented efforts. Mental health must be integrated across ministries and funded sustainably.

From crisis response to long-term resilience – Trauma isn’t an isolated event. We need structured reintegration programs for soldiers and civilians affected by war.

Bridging the gaps with technology – AI, VR, and digital tools can enhance care, but they must be rigorously tested and properly integrated into the system.

Expanding the workforce – The shortage of mental health professionals is a bottleneck. Training non-clinical support workers and tracking workforce capacity is essential.

Community-based healing – Trauma recovery isn’t just clinical. Peer support, resilience programs, and culturally tailored interventions are equally critical.

Real-time data and public health surveillance – Tracking mental health trends is an intervention in itself. Without data, we can’t allocate resources effectively.


Moving from Vision to Action


The ICAR Summit 2025 report isn’t just a recap—it’s a roadmap for building a mental health system that is proactive, accessible, and embedded in everyday life. It outlines practical steps for policymakers, funders, and organizations to create real, lasting change.


This isn’t about one organization or sector. It’s about all of us.


The Summit proved that we have the expertise, the technology, and the will to make it happen.
